(서울=뉴스1) 권영미 기자 = 도널드 트럼프 미국 대통령이 7일(현지시간) 자신의 사회관계망(SNS) 트루스소셜에 이재명 한국 대통령 앞으로 보내는 관세 서한을 공개했다.

한 페이지 반 분량의 서한에서 그는 미국이 한국 때문에 심각한 무역 적자를 보고 있다면서도 "그럼에도 당신들과 진전하기로 했다"라고 썼다. 그러면서 "다만 좀 더 균형 잡히고 공정한 무역이 필요하다"며 "8월부터 한국산 제품에 25%의 관세를 부과할 것"이라고 밝혔다.

친애하는 대통령님께,

이 편지를 보내게 되어 매우 영광입니다. 이 서신은 우리 양국 간 무역 관계의 강력함과 헌신을 보여주는 것이며, 미국이 귀국과의 상당한 무역 적자에도 불구하고 한국과 계속 협력할 의향이 있음을 나타냅니다.

그럼에도 우리는 당신들과 전진하기로 결정했습니다. 그러나 이는 보다 균형 잡히고 공정한 무역(TRADE)을 바탕으로 합니다. 따라서 세계 최고의 시장인 미국의 특별한 경제에 귀국이 참여해 주시기를 요청드립니다.

우리는 한국과의 무역 관계를 수년간 논의해 왔습니다. 그리고 이제 한국의 관세 및 비관세, 정책, 무역 장벽으로 인한 장기적인 무역 적자를 해결하기 위해 방향을 전환해야 한다는 결론에 도달했습니다. 안타깝게도 우리의 무역 관계는 상호적이지 못했습니다.

2025년 8월 1일부터 미국은 한국에서 수입하는 모든 제품에 대해 25%의 관세를 부과할 예정입니다. 품목별 관세는 별도입니다. 더 높은 관세를 피하기 위해 환적된 상품에는 더 높은 관세가 적용될 것입니다. 25%라는 수치는 귀국과의 무역 적자 격차를 해소하기에 턱없이 부족한 수준임을 이해해 주시기 바랍니다.

아시다시피, 만약 한국 또는 한국 기업이 미국 내에서 제품을 제조하거나 조립하기로 결정한다면, 관세는 전혀 부과되지 않습니다. 미국은 필요한 승인 절차가 몇 주 내에 신속하고 전문적이며 일상적으로 처리될 수 있도록 모든 가능한 조치를 취할 것입니다.

만약 어떤 이유로든 귀국이 미국산 제품에 대한 관세를 인상하게 된다면, 그 인상폭과 무관하게 우리는 기존의 25%에 추가로 해당 관세를 더할 것입니다.

이러한 관세는 한국의 오랜 관세, 비관세, 정책 및 무역 장벽으로 인한 지속 불가능한 무역 적자를 바로잡기 위한 조치임을 양해 바랍니다. 이 적자는 미국의 경제와 국가 안보에 심각한 위협이 되고 있습니다.

우리는 앞으로도 귀국과 오랫동안 무역 파트너로 함께 일할 것을 기대하고 있습니다. 만약 귀국이 미국 시장에 대해 무역을 개방하고, 자국의 관세, 비관세, 정책 및 무역 장벽을 제거하기로 결정한다면, 우리는 이 편지 내용을 조정하는 것을 고려할 것입니다.

Dear Mr. President:

It is a Great Honor for me to send you this letter in that it demonstrates the strength and commitment of our Trading Relationship, and the fact that the United States of America has agreed to continue working with Korea, despite having a significant Trade Deficit with your great Country.

Nevertheless, we have decided to move forward with you, but only with more balanced, and fair, TRADE. Therefore, we invite you to participate in the extraordinary Economy of the United States, the Number One Market in the World, by far.

We have had years to discuss our Trading Relationship with Korea, and have concluded that we must move away from these longterm, and very persistent, Trade Deficits engendered by Korea's Tariff, and Non Tariff, Policies and Trade Barriers. Our relationship has been, unfortunately, far from Reciprocal.

Starting on August 1, 2025, we will charge Korea a Tariff of only 25% on any and all Korean products sent into the United States, separate from all Sectoral Tariffs. Goods transshipped to evade a higher Tariff will be subject to that higher Tariff. Please understand that the 25% number is far less than what is needed to eliminate the Trade Deficit disparity we have with your Country.

As you are aware, there will be no Tariff if Korea, or companies within your Country, decide to build or manufacture product within the United States and, in fact, we will do everything possible to get approvals quickly, professionally, and routinely-In other words, in a matter of weeks.

If for any reason you decide to raise your Tariffs, then, whatever the number you choose to raise them by, will be added onto the 25% that we charge. Please understand that these Tariffs are necessary to correct the many years of Korea's Tariff, and Non Tariff, Policies and Trade Barriers, causing these unsustainable Trade Deficits against the United States. This Deficit is a major threat to our Economy and, indeed, our National Security!

We look forward to working with you as your Trading Partner for many years to come. If you wish to open your heretofore closed Trading Markets to the United States, and eliminate your Tariff, and Non Tariff, Policies and Trade Barriers, we will, perhaps, consider an adjustment to this letter.

These Tariffs may be modified, upward or downward, depending on our relationship with your Country. You will never be disappointed with The United States of America.
